are these drug in-house programs very strict about woman and men contact, for instance can woman be in a rehab in-house center for drug abuse and talk to a male from the same program. do they separate them at all times? are these programs really strict about these sexist rules? and why?

Normally yes they do segregate them. Why, well I would think that it has a great deal to do with the fact that those who are in rehab are there to work on their personal issues as well their addiction; not to develop a sexual relationship. Developing another relationship at a time like this would place their recovery process in jeopardy.
